How SAWS Watering Rules Affect New Lawns in San Antonio
SAWS watering rules make it hard to establish new lawns in San Antonio because new sod needs water almost every day, while drought rules limit sprinklers to one day a week. Most homeowners replacing an existing lawn cannot get a variance for extra watering, so they often have to keep new grass alive with a hand-held hose or wait to plant when restrictions ease.
At Amazing Turf and Lawn, we hear from San Antonio homeowners whose new sod browned out within weeks. This guide explains what the San Antonio Water System (SAWS) allows, who qualifies for a variance, and how to plan a new lawn around the rules.
Current SAWS stage as of publishing: Stages change with the Edwards Aquifer, so always check the current stage before planting.
SAWS Watering Rules at a Glance
SAWS sets watering rules by stage, based on the 10-day average level of the Edwards Aquifer at the J-17 index well. Sprinklers, irrigation systems, and soaker hoses must follow these limits:
| Stage | Aquifer trigger | Sprinkler watering days | Sprinkler watering hours |
| Year-round | Above 660 feet | Any day | Midnight to 10 a.m. and 9 p.m. to midnight |
| Stage 1 | Below 660 feet | Once a week on your day | Midnight to 10 a.m. and 9 p.m. to midnight |
| Stage 2 | Below 650 feet | Once a week on your day | 5 to 10 a.m. and 9 p.m. to midnight |
| Stage 3 | Below 640 feet | Once a week on your day | 5 to 10 a.m. and 9 p.m. to midnight |
| Stage 4 | Declared by the City | Once every other week | 5 to 10 a.m. and 9 p.m. to midnight |
Your watering day is set by the last digit of your street address: 0 or 1 on Monday, 2 or 3 on Tuesday, 4 or 5 on Wednesday, 6 or 7 on Thursday, and 8 or 9 on Friday. You may water with a hand-held hose any time, any day, at any stage.
Why New Lawns Struggle Under Drought Rules
New sod needs far more water than an established lawn because its roots have not grown into the soil yet. SAWS’s establishment schedule calls for about half an inch of water daily for the first two weeks, then half an inch every two to three days for the next three weeks.
That schedule conflicts directly with watering once a week. Without daily water, new sod dries at the edges, shrinks at the seams, and can die before it roots, especially in summer heat.
Can You Get a SAWS Variance for a New Lawn?
SAWS offers a New Landscape Variance during drought stages, but it covers very few residential lawns. The variance can allow up to five extra watering days, still only during permitted watering hours.
To qualify, a project generally must:
- Be new construction
- Use grass from the SAWS approved list of drought-tolerant turfgrass
- Meet SAWS WaterSaver Landscape requirements
- Include the irrigation system permit number
- Have no overspray onto pavement
SAWS does not grant variances for:
- Replacing sod that died from drought, freeze, insects, or disease
- Overseeding or filling in thin grass
- Repairing or installing irrigation in existing sod
- Watering in topsoil or compost
In other words, if you are replacing the lawn at an existing home, you will most likely have to follow the regular watering rules. During Stage 3, SAWS has stated that it grants no exceptions for newly replaced turf. Water used under a variance is also billed at normal rates, so expect a higher bill either way.
What Happens If You Water Outside Your Day?
Running sprinklers or irrigation outside your assigned day and hours, without an approved variance, counts as water waste under SAWS rules. Violations appear as a non-compliance charge on your water bill. In Stage 3 and Stage 4, a drought surcharge also applies to high residential use, starting above 20,000 gallons per month in Stage 3.
How to Establish a New Lawn Under SAWS Rules
If you still want natural grass, you can improve your odds:
- Plant when restrictions are lighter. New sod establishes more easily in cooler months or when SAWS is on year-round rules. Our guide on the best time to install artificial grass in San Antonio explains how local seasons affect any yard project.
- Hand water between sprinkler days. You may use a hand-held hose at any time. It takes effort, but it is the legal way to keep new sod moist.
- Choose an approved drought-tolerant grass. Grasses on the SAWS list handle dry spells better once established.
- Water early. Water in the morning during permitted hours to reduce evaporation.
- Keep lawn areas small. SAWS recommends limiting grass to areas you actually use for kids, pets, and entertaining.
A Lawn That Does Not Depend on Watering Rules
Artificial grass is not affected by SAWS watering stages because it needs no irrigation to stay green. No establishment period, no designated watering day, and no risk of new sod dying while you wait for restrictions to ease.

A quick note on incentives: SAWS conservation rebates do not currently cover artificial turf, so plan your budget without a rebate.
FAQ
Can I water new sod every day in San Antonio?
You can water new sod daily with a hand-held hose, which SAWS allows at any time at any stage. Sprinklers and irrigation systems can only run on your designated day and hours unless SAWS approves a variance.
Can I get a SAWS variance to water new grass at my existing home?
Usually not. SAWS New Landscape Variances generally apply to new construction using approved drought-tolerant grass. Replacing dead sod, overseeding, and filling in thin areas do not qualify.
How long does a SAWS landscape variance last?
An approved SAWS New Landscape Variance can last up to five weeks. All watering must still happen during the permitted hours for the current drought stage.
What happens if I break SAWS watering rules?
Watering with sprinklers outside your assigned day or hours without a variance counts as water waste and results in a non-compliance charge on your SAWS bill.
When is the best time to lay new sod in San Antonio?
The best time to lay new sod in San Antonio is when SAWS is in year-round rules or a lighter drought stage, and when temperatures are mild enough that sod does not dry out between waterings.
Does artificial grass need watering under SAWS rules?
No, artificial grass doesn’t need watering to stay green, so SAWS drought stages don’t affect it. You can occasionally rinse pet areas with a hand-held hose at any time.
